Halifax Medical Center Announces 10-Year Facility Plan

Highlights from the June 7, 2006 meeting of the Halifax Community Health System (HCHS) Board of Commissioners held at the Regional Oncology Center on Halifax Medical Center’s main campus.

BOARD UPDATE
At the June 7 Meeting:
- Joseph Bianchi, MD, presented the Halifax Medical Center (HMC) Medical Staff report and the Board approved all recommendations including approving and welcoming three new physicians: Vishtasb Broumand, MD, DMD, oral and maxillofacial surgery; Omar E. Figueroa, MD, neurology; and Melinda Rullan, MD, critical care medicine.
- Newly named HMC Foundation Executive Director Joe Petrock spoke briefly to the board about his vision for the Foundation and provided information on several upcoming fundraising events including the 4th Annual Shores Wine & Food Festival to be held at the Shores Resort & Spa on Sat., June 24 to benefit Speediatrics.
- Ken Richardson, representing the Halifax Associates, a 50+ member community advisory board, summarized their recent activities including a presentation by HMC Administrator Dan Lang on the 10-year master facility plan and the proposed new 10-story inpatient tower.
- During his management report, HCHS CEO/President Jeff Feasel:

- Introduced Pam Mims, Florida Health Care Plans administrator of membership growth and retention, who provided an update on the Medicare Part D prescription drug program and current enrollment in Volusia and Flagler counties.
- Presented for Board members’ signatures the Resolution of Appreciation on the outcome of the Joint Commission Survey which will be displayed at HMC and HBS, with copies distributed to Team Members.
- Noted that the purchase of the Halifax Professional Center and parking garage, on the HMC main campus, was completed on June 2.
- Confirmed that the purchase of an office suite in Port Orange, that will house Medical Oncology and HMC Laboratory outpatient services, was completed June 2. The office is located at 1185 Dunlawton Ave, Suite 105. The HMC laboratory will move in on June 19 and Medical Oncology will begin seeing some patients at this location June 26.
- Announced that the new Meditech Emergency Department Management (EDM) and Ambulatory Order Management (AOM) modules were successfully implemented on June 6. These modules assist ED physicians, clinicians and staff in the crucial task of managing patients quickly and efficiently. Over 30 representatives from hospitals around the United States and Canada recently participated in a site visit at HMC to view the new automated system.
- HMC is the first and only hospital in Volusia County to now offer cardiologists and cardiovascular surgeons the ability to view web-based cardiac images. Studies can be viewed while the patient is still in the catheterization lab, and a plan of action implemented before the physician has even arrived at the hospital.
- The Regional Oncology Center received a $15,000 grant from the Susan G. Komen Breast Cancer Foundation-Race For The Cure. The funds will be used to offer free screening mammograms to low income and uninsured women; and through the Volusia Co. Health Dept., offer women education on how to access health care through existing programs that offer financial assistance.
- Noted that the urgent care services located at HMC-Ormond Beach will be moving effective June 16 at 7 p.m. to become part of Halifax Express Care on the HMC main campus. Other services at HMC-Ormond Beach such as the Regional Oncology Center and HMC Laboratory are not affected by this move.
- Updated the Board on several HMC facility projects:

- All of the windows in the northeast building and 90% of the windows in the central building have been replaced.
- The cladding is complete on all but one of the seven panels on the east side of the East Tower. Work on the north side continues, the south side has begun and the east side of the northeast building is 95% complete.
- Phase II of the Family BirthPlace renovation is 90% complete.
- Conversion of Halifax Hospital Port Orange (HHPO) into an 80-bed community hospital continues. All the windows have been replaced. The new chillers will be in place very soon and the new generator is being connected.
- With theng of HHPO Human Resources expected in mid-November and increasing patient census at HMC, Human Resources is actively focusing on the recruitment of nurses.
- The Hospice of Volusia/Flagler (HOVF) hosted free community forum on June 8 presented by William Colby, JD, titled “From Cruzan to Schiavo.†HOVF is also sponsoring a drawing for a 1928 Model A Ford as part of the Marcus Moody Golf Tournament to be held on Aug. 26 at Spruce Creek Fly-In. Tickets for the drawing are available for a $100 each suggested donation.
- HCHS Controller Cory Domayer presented the finance committee report through April 30, noting that financial indicators are at or near budget and continue to trend in a positive way year to date. Director of Finance Gerry Neff then presented the Board with highlights from the sale of the fixed rate bonds noting that institutional investors received the issue extremely favorably which will translate into lower interest costs for HCHS over the life of the bonds. Jeff Feasel added that it is because of the hard work, exceptional patient care and financial efficiency shown by Team members across the entire System that HCHS has reached this point and is well positioned to continue to grow into the future. He stated that everyone who works with HCHS should take pride in this accomplishment.
- The Board approved the slate of 2006-2007 officers, with all Board members retaining their current positions.
- The Board approved all other items on the consent agenda.
- The next meeting of the HCHS Board of Commissioners is scheduled for July 5, 2006.
