Healthy Communities

Healthy Communities was created to serve as the community arm of Halifax-Fish Community Health in 1993. Initially charged with locally administering the now nationally acclaimed Healthy Kids child health insurance program, which was piloted in Volusia County, Healthy Communities’ initiatives have far exceeded initial expectations and responsibilities. The Corporation, which is a 501(c)3 organization, was designed for the delivery of health related and educational materials and activities in the communities of Volusia and Flagler counties for the following charitable and educational purposes:

  • To enhance access to health care for school children and their family members through its own efforts, or in conjunction with other entities;
  • To facilitate the provision of preventive care for all Volusia and Flagler County children and their families; and,
  • To carry on any educational or other activities relating to the general health and welfare of all children of Volusia and Flagler County and their families.

In addition to coordinating and supporting efforts of the three hospital taxing districts, Healthy Communities also serves as the local administrator for the Florida KidCare Insurance Program which includes Healthy Kids, MediKids, Children’s Medical Services Network and Medicaid.  Healthy Communities is also the coordinating entity for the Volusia/Flagler SAFE KIDS Coalition and Volusia/Flagler Counties’ Promise – The Alliance for Youth. 

Florida KidCare Outreach

Healthy Communities has served as the local administrator of the nationally acclaimed Healthy Kids child health insurance program since it was piloted in Volusia County 10 years ago.  Due to the        Florida Legislature’s 1998 Florida KidCare Act, an expanded promise to Florida’s children was born. 

A program funded through federal, state and private partnerships, Florida KidCare is a full-benefit health insurance program for children, ages 0 through 18, who are not covered by other health insurance. The promise of Florida KidCare is offering high quality, AFFORDABLE and accessible healthcare for children and youth. The program offers children benefits that include doctor visits, hospital care, dental benefits, lab tests, prescription medicines, and behavioral/mental health care… and more! 

As an umbrella program, Florida KidCare combines the best of public and private insurance into one affordable and comprehensive insurance program for children including Medicaid, Children’s Medical Services Network, MediKids and Healthy Kids. 

One simplified mail-in application enables families to enroll in Florida KidCare in the easiest way.  Healthy Communities has on staff KidCare Specialists, who are available to:

  • Assist parents with one-on-one assistance in identifying and enrolling eligible children in KidCare;
  • Train community providers in effective methods of outreach;
  • Conduct public information campaigns;
  • Maintain public awareness of the KidCare program; and,
  • Place special emphasis on the identification and enrollment of minority children.
