Jeffrey G. Feasel, President and CEO
Jeff Feasel is the President and CEO of Halifax Health. Mr. Feasel joined Halifax Health in 2000 to lead the Patient Business and Financial Services department. He served in that role for three years overseeing the organization’s tremendous financial turnaround before becoming Chief Operating Officer. In January 2005 Mr. Feasel was named President and Chief Executive Officer, succeeding Ron Rees.
Prior to joining Halifax Health, Mr. Feasel was Director of Patient Financial Services for The Medical College of Ohio Hospitals, Toledo, OH. He also worked for Wood County Hospital, Bowling Green, OH.
As an active community leader, Mr. Feasel serves on the executive committee of the Halifax Area Chamber of Commerce Board of Directors, and on the boards for VHA Southeast, Florida Hospital Association, EVAC, Embry-Riddle Aeronautical University.
In addition, he serves on the advisory board of Bethune Cookman College of Business and on the community advisory board of Florida State University and the American Hospital Association regional policy board. Mr. Feasel is a member of the Civic League of the Halifax Area, the American College of Healthcare Executives, and the Healthcare Financial Management Association.
Mr. Feasel has a bachelor of science in business administration from Bowling Green State University and an MBA from the University of Findlay, Findlay, OH.
Al Alexander, Chief Human Resources Officer
Al Alexander is Halifax Health’s Chief Human Resources Officer overseeing the human resources functions and processes for the health system. Mr. Alexander joined Halifax Health in 1996, serving as assistant administrator of human resources.
Prior to joining Halifax Health, he was vice president of human resources for Battle Creek Health System. There, he also served on the board of directors of Albion Health Services which operates Albion Community Hospital.
In addition to his healthcare experience, Mr. Alexander spent 11 years with Federal Express Corporation, in Atlanta, GA, Orange County, CA, and Memphis, TN, most recently as senior manager of employee relations. He began his career in human resources with General Motors Corporation and Ford Motor Company.
He is a member of the Society of Human Resources Management, holds a lifetime certification of Senior Professional in Human Resources (SPHR) and belongs to the American Compensation Association.
Alexander has a Bachelor of Science in Business Administration from Ferris State University and a master’s degree in industrial management from Central Michigan University.
David J. Davidson, General Counsel
David Davidson is general counsel for Halifax Health, holding the position since December 1991.
He is currently a member of the American Health Lawyers Association and the Health Law Section of the Florida Bar as well as various bar organizations. Mr. Davidson is a past Chairman of the Volusia County Bar Association Medical/Legal Liaison Committee, and speaks frequently on numerous healthcare issues.
Mr. Davidson has been a member of the Bethune Cookman University Board of Counselors since 1998, and currently serves on that board’s Executive Committee and Scholarship Panel.
He is an active community leader, serving as a two term member of the Ormond Beach Leisure Services Board and on the boards of several youth athletics organizations. Mr. Davidson is active in his church, and has been involved in various entertainment industry projects at the local, national, and international level.
Mr. Davidson received his bachelor's and law degrees from the University of Florida, and has been board certified in health law by the Florida Bar since 1995.
Lori DeLone, Chief Information Officer
Lori DeLone is Chief Information Officer of Halifax Health serving in that position since May of 2004. DeLone brings more than twenty two years of experience in information systems to Halifax Health.
DeLone joined Halifax Health in 1995 and has held a number of IT leadership positions during her tenure including: Manager-application services, Manager-technical services, Manager-project office and Director of Information Systems before being named Chief Information Officer in May 2004.
Prior to joining Halifax Health Medical Center, DeLone worked for GE Aerospace and GE Information Services in Syracuse, NY, Valley Forge, PA and Lakeland, FL., and was a graduate of GE’s Information System Management Program (ISMP).
She is a member of CHIME and HIMSS, both IT related professional associations, and a member of the Junior League of Daytona Beach.
DeLone will also be serving on the inaugural board of the Spruce Creek High School Academy of Information Technology and Engineering.
DeLone has a Bachelor of Arts degree in Business/Communications from Rollins College, an MBA from Rollins College and a Master’s Certificate in IT project management from George Washington University.
Bill Griffin, Director of System Research and Planning
Bill Griffin is Director of System Research and Planning at Halifax Health. Mr. Griffin has been a member of the Halifax Health Medical Center executive team since 1982. Prior to joining Halifax Health, he was a hospital management consultant with Ernst & Young.
Mr. Griffin has a history of service, involvement and community leadership. He is a member of the Daytona Beach West Rotary Club and serves on the District Youth Exchange and Fund Committees —holding the Assistant District Governor role from 2004 – 2006. Mr. Griffin is scheduled to become District Governor for northeast Florida Rotary Clubs (District 6970) in July 2008.
In addition to Rotary, he is on the board of The Hospice of Volusia/Flagler and Community Based Care of Volusia/Flagler. He has served on several other community boards and task forces and has been involved for several years as a coach in youth recreational leagues. Bill is also a graduate of Leadership Daytona.
Griffin received his Bachelor of Science degree from St. Lawrence University in upstate New York and his masters in hospital administration from Ohio State University. He also served in the U.S. Air Force.
Kathryn Hughes, Chief Marketing Officer
Kathryn Hughes is Halifax Health’s Chief Marketing Officer leading all aspects of marketing, communications and media relations for the organization and its affiliates.
Prior to joining Halifax in June of 2006, Hughes served as Vice President and Chief Marketing Officer for Virginia Hospital Center where she led strategic marketing, brand management, volume development, physician recruiting, corporate development, product line commercialization, corporate communications and public relations since 2000. During Hughes’ tenure, Virginia Hospital Center realized a 70% increase in consumer and professional market awareness and generated record double-digit increases in medical/surgical admissions.
Previously, Hughes served as Vice President, Marketing for TLC Laser Eye Centers, the world's largest provider of laser vision correction services, where she directed consumer/physician marketing and brand development for the company with locations in 63 markets across North America. At TLC, Hughes recruited and signed Tiger Woods to a multi-year agreement as a TLC spokesperson and to appear in the company’s national advertising campaigns.
From 1994 to 1999, Hughes served as National Director of Marketing Operations at HealthSouth, the nation's largest provider of outpatient surgery and rehabilitative healthcare services. At HealthSouth, Hughes was responsible for developing the company's strategic marketing initiatives, including new product offerings, educational programs, and the national Physician Advisory Board. Additionally, Hughes was responsible for volume growth and development for HealthSouth's Inpatient Division representing 130 hospitals, five medical centers and 45 managed units with revenues of more than $2 billion dollars.
Hughes holds a B.A. in Advertising and Communications from the University of Alabama and has been the recipient of numerous industry awards from the American Advertising Federation, the Public Relations Society of America, the Society for Healthcare Strategy and Market Development and the American Marketing Association.
Arvin Lewis, Director Patient Business and Financial Services
Arvin Lewis is Director Patient Business and Financial Services at Halifax Health. Mr. Lewis joined Halifax Health in 2002.
Mr. Lewis has directed Patient Business and Financial functions for Halifax Health since September 2002. Those activities include scheduling and pre-registration, patient access services, care management, and billing and collections.
In his 16 years of service, Mr. Lewis has been involved in healthcare finance and operations management, holding numerous positions including: director of admissions, director of integration, controller, director of planning/operations and assistant administrator. Throughout his career, Mr. Lewis has focused on Revenue Cycle Management, Business Development, and Strategic Planning.
Mr. Lewis holds a Bachelor’s Degree in Accounting and an MBA from Valdosta State University, Valdosta Georgia.
Lori Myers, Chief Nursing Officer
Lori Myers has served as the chief nursing officer for Halifax Health since 2005. She joined the organization in 1997, serving as the nurse manager of the heart center and part of the team that opened the cardiac surgery program at Halifax Health Medical Center. During those years, she also filled roles as interim manager of the surgical intensive care unit and the cardiac catheterization labs.
Prior to her move to Florida, Myers spent seven years in nurse management at Grant Medical Center in Columbus, OH, and started her nursing career at Riverside Methodist Hospitals in Columbus, OH.
Myers, a critical care registered nurse, is a member of the American Association of Critical Care Nurses (AACN), is a past president of the Central Ohio Chapter of AACN, and is a basic life support and an advanced cardiac life support instructor.
She has an associate degree in nursing from Parkland College, a bachelor of science in nursing from Franklin University, Columbus, OH, and a master of science in nursing from Wright State University, Dayton, OH.
Eric Peburn, Interim Chief Financial Officer
Eric M. Peburn is the Interim Chief Financial Officer for Halifax Health and Assistant Administrator for Halifax Health Medical Center.
Mr. Peburn joined Halifax Health in 1996 as Corporate Controller, became Director of Finance in September 2003, Assistant Administrator in October 2005, and is currently acting as Interim Chief Financial Officer as of February 2007.
Prior to joining Halifax Health, he was an auditor for Ernst & Young LLP in Orlando, Florida. He holds both bachelors and masters degrees in accounting from the University of Florida, Gainesville, FL. He is a Certified Public Accountant and a member of the Healthcare Financial Management Association, American Institute of Certified Public Accountants, and Florida Institute of Certified Public Accounts.
Joe Petrock, Executive Director, Foundation and Government Relations
Joe Petrock is Halifax Health’s Executive Director, Foundation and Government Relations, joining Halifax Health in 2002. He was previously the BellSouth Executive in charge of Volusia and Flagler counties.
Mr. Petrock has served on the boards or been President of twenty county organizations, ranging from the Daytona/Halifax Area Chamber, Junior Achievement, FUTURES Education Foundation for Volusia County Schools, Florida International Festival, United Way, the March of Dimes, the United Negro College Fund to the Volusia Manufacturing Association.
He has served as Chairman of the Board of trustees for Daytona Beach Community College; served on the board of trustees for Bethune Cookman University; and is a past President of the Daytona Beach Rotary Club.
Mr. Petrock has been recognized for his civic involvement numerous times including the United Way Community Service Award, March of Dimes, Florida Association of Community Colleges, National Association of Community Leaders, The Daytona Halifax Area Chamber, State School Board Association and most recently he received the USA Freedom Corps Volunteer Service Award, presented to him by President George W. Bush during his visit to Daytona Beach.
Mr. Petrock is a graduate of Daytona Beach Community College and Florida Tech.
Don Stoner, MD, Chief Medical Officer
Donald Stoner, MD, is the Chief Medical Officer at Halifax Health serving as the liaison with the physicians on the medical staff, a role he has performed June 2006. Board-certified in internal medicine and cardiovascular diseases, Dr. Stoner has been associated with Halifax Health since 1983.
His previous roles at Halifax Health have included Director of Cardiovascular services, Director of the Cardiac Catheterization Lab, Director of the Chest Pain Center, Director of Medical Intensive Care Unit, Director of the Heart Center, and Medical Director of the Health Fitness program.
He recently “retired” from active medical practice to start a new career in administrative healthcare and is committed to finding ways of improving the delivery of healthcare and preserving the value of the physician as a driving force for quality.
Prior to joining Halifax Health, Dr. Stoner served as chief of staff at three different area hospitals. In addition, he was a certified and sworn law enforcement officer, serving as a forensic specialist and an active duty officer.
He is a member of the Volusia County Medical Society and the American College of Physicians. He is a fellow of the American College of Cardiology.
Dr. Stoner completed medical school and residency at the University of Miami Medical School. He completed a fellowship in cardiology at the University of South Florida College of Medicine.
Dan Lang, Administrator
Halifax Health Medical Center
Dan Lang has a long history with Halifax Health, joining as an Assistant Administrator in October 1982. Mr. Lang was promoted to Administrator of Operations in August 1994, and to Administrator in July 1997.
Mr. Lang is a member of the American Hospital Association, a Life member of the NAACP and an active member in the Daytona Beach Rotary. He has also served on the American Red Cross, the Daytona Beach Chamber of Commerce, the United Way, Crimestoppers and the Volusia County Hurricane Preparedness Conference.
Prior to joining Halifax Health, Mr. Lang was with Louis A. Weiss Memorial Hospital, Chicago, IL from 1981-82, and was a healthcare management consultant with Deloitte, Haskins & Sells, Chicago, IL from 1980-81. He also served at St. Anthony Hospital in Columbus, OH, and worked as an emergency paramedic at North Memorial Hospital in Minneapolis, MN.
Mr. Lang holds a bachelor's degree from the University of Minnesota and a master’s degree in hospital administration from Ohio State University.
Ann Martorano, Administrator
Halifax Health Medical Center Port Orange
Ann Martorano is Administrator for Halifax Health Medical Center Port Orange. Martorano joined Halifax Health in 1985 as a public relations specialist and then served as director of administrative services and physician recruitment for 15 years.
From September 2000 - 2005, Martorano served as executive director of Volusia Health Network, a preferred provider physician network which is an affiliate of Halifax Health. In August 2005, Martorano was appointed administrator of Halifax Health Medical Center Port Orange, a new 80-bed acute care facility which opened in December, 2006.
Martorano is very involved in community volunteerism and is a past co-chair of Volusia/Flagler’s Promise, the regional arm of America’s Promise, a national program promoting volunteerism for and by youth. She is a past member of the Advisory Board of the Volunteer Center of the United Way of Volusia/Flagler, member of the Board of Directors of the United Way Women’s Initiative, member of the Port Orange/South Daytona Chamber of Commerce, member of the Port Orange/South Daytona Rotary, member of The Checkered Flag Committee and sustaining member of the Junior League of Daytona Beach.
Martorano completed her undergraduate degree at Stetson University and is a member of Phi Beta Kappa. She holds a Master’s degree in communications and a Master’s degree in Health Care Administration from the University of Central Florida. She is a diplomat and certified healthcare executive through the American College of Healthcare Executives and is currently working toward her advancement to fellowship status with that organization.
Deanna “Dee” Schaeffer, President and CEO,
Healthy Communities and Governmental Affairs Officer
Deanna Schaeffer is President and CEO of Healthy Communities, an affiliate of Halifax Health. She is also the Governmental Affairs Officer for the system and is active in local, state and federal health policy initiatives.
Schaeffer began her career with Halifax Health in 1993 following several years of service in administration, program development and contract management with state government. She was named President/CEO of Healthy Communities in 1995 to oversee the Healthy Kids child health insurance federal demonstration program. Results of this pilot program led to Healthy Kids being recognized and replicated as a model for the state and nation.
She is an engaged community leader and current affiliations include: Chair of the Flagler/Volusia Behavioral Health Consortium; Chair of the United Way Public Policy Council; ad hoc member of the Florida Healthy Kids Corporation Board, Vice-Chair of the Homeless Coalition for Volusia/Flagler and member of the Workforce Development Board. Several community and health and human services organizations have recognized her for her advocacy and involvement in enhancing health and social services.
Schaeffer effectively represents Halifax Health on the Florida Trauma Center Alliance, the Low Income Pool Council, the Florida Hospital Association Government Relations Executives Council, the Florida Hospital Association Uninsured Committee, the Government Relations Representatives of the Safety Net Hospital Alliance of Florida, the Graduate Medical Education Workgroup, the Family Practice Teaching Hospital Association, the National Association of Public Hospitals and the Volusia County Governmental Affairs Coalition.
She is a graduate of the University of Central Florida, from which she earned her undergraduate degree as well as her master’s degree in public administration.
Fran Davis, President and CEO
The Hospice of Volusia/Flagler
Fran Davis is President and CEO of The Hospice of Volusia/Flagler (HOVF), one of the largest hospices in the United States and an affiliate of Halifax Health. She has served in this position for three years and prior to that was the organization’s clinical operations manager.
Prior to joining Halifax Health, Davis owned and operated a proprietary home care agency in New York, which specialized in high-tech home care dialysis and ventilator nursing placement services.
She is secretary and a member of the Executive Committee of the Florida Hospice and Palliative Care Association and has been a member of the Florida Lutheran Retirement Center Advisory Board for the past five years. In 2004, Davis was awarded the Family Champion Award by Channel 2 News and the Orlando Sentinel, which celebrates executives who recognize families in the workplace through programs and flexibility to enhance family life.
Davis is committed to end-of-life care and improving the quality of life for all area residents. Under her leadership, HOVF is in the process of completing two new freestanding hospice inpatient care centers to compliment the existing 16-bed care center in Port Orange.
She received a Bachelor of Science degree in nursing from the University of Phoenix and is currently working towards her Masters degree in Health.

Butch Simpson has been Chief Executive Officer of the Florida Health Care Plans since 1994.
He is a current board member and former chairman of Florida Association of Health Plans, Inc and board chairman of the Florida Health Maintenance Organization Consumer Assistance Plan. He also serves on the board of Sunshine State Community Bank.
Simpson has a Bachelor of Business Administration and Accounting from Stetson University, and a Juris Doctorate from Stetson University College of Law.
